What type of work is being delivered and why?

    Council is delivering a water main infrastructure upgrade project on Mary Pleasant Drive and in a partial area on Jib Street in Birkdale to ensure improved drinking water service reliability into the future as the existing pipe has reached the end of its useful life.

    When will this work start and end?

    Work is planned to begin in the week commencing 22 May 2023 and expected to be completed on 1 September 2023, weather permitting.

    During what times will the works be delivered?

    The works will be delivered between 7.00am and 6.00pm, Monday to Friday, with evening and weekend work to be conducted for critical works, only. In the event evening or weekend work is required, Council will promptly notify residents as quickly as possible.

    Where will the pipe be installed?

    The works will be delivered on Mary Pleasant Drive and in a partial area on Jib Street in Birkdale. This work will include excavation along the full length of the Mary Pleasant Drive verge between Birkdale Road and Agnes Street and at road crossings at Dorsal Drive, Zephyr Court, Keel Street, Jib Street, Chart Street, Commodore Drive and Queens Esplanade. 

    The new water mains will be laid in a trench within the verge between the front property boundary and the road kerb. The water main will only be installed on one side of each street and pipes will be drilled under the road connecting each property on either side of the street.

    Will I be able to park my car on the road or on my driveway?

    On-street parking will not be available from 6.00am to 6.00pm as construction moves closer to your property. 

    All efforts will be made to ensure driveways to private properties are not impacted to allow off-street parking to continue. If driveway access restrictions are unavoidable, the contractor will discuss them with the resident in advance.

    Will my driveway be impacted?

    Typical methodology trenchless crossings are to be completed under driveways where possible to prevent disturbance and the need to reinstate. Where that is not possible, Council and contractor staff will contact the individual property owner to discuss the impact of the reinstatement of their driveway and discuss the associated works timing with the resident. The disturbed turf within the verge will be reinstated to match the existing varieties as best as practical where a variety can be identified.

    Should there be a situation requiring partial removal of a driveway to complete the project, Council and contract staff will contact the individual tenant and/or property owner. In the event property access is limited, contract staff contact the resident in advance. 

    Upon completion, Council will reinstate the existing driveway with all reasonable efforts to match the existing materials and finish and will discuss the options with the respective property owner.

    Will the disturbed areas be reinstated?

    The contractor will reinstate turf along the trench line periodically throughout the works. Efforts will be made to match the existing turf variety as best as practical where a variety can be identified.

    In the event my driveway is impacted, why is there a possibility that Council can’t replace it like-for-like?

    Due to the age and materials used on some driveways, it will not be possible to replace any impacted driveways like-for-like. Some older pebblecrete driveways were constructed from sources that are no longer available, while some stencilled concrete stencils are no longer available. Colours fade over time and exact matches will not always be possible. Plain concrete also ages, so any new concrete will be noticeable.

    Council will do its best to reasonably match driveways with their current appearance.

    Will work be undertaken on my property, and will the contractor need to access it?

    If your property is within the works area, Council’s project contractor will be required to enter your property on a small number of occasions to install and later connect new pipework to your water meter. 

    A property’s water meter is typically located in the front yard, approximately up to one meter from the property boundary. The position of your water meter will not change as part of the project. Once the new water pipe is connected to the property’s meter, the contractor may need to release air out of the system by using a tap in your front yard.

    Private property entries will be completed under the Water Supply Act 2008

    There will be no need for Council or the contractor to enter any dwellings on your property in relation to these works.

    I have a locked gate and/or a dog/s on my property. How will the contractor enter my property to complete the work?

    Council or the contractor will contact the tenant and/or property owner to negotiate a suitable time and means to enter and complete the work.

    My water meter is located within my driveway or paved area. How will the new pipe be connected to my water meter?

    Council or the contractor will contact the property owner and/or tenant to discuss the works, impact, access, and reinstatement plans before the work is carried out.

    Will the water supply to my property be turned off at any time during the construction phase?

    Work will be completed while the existing water mains remain in service supplying water to your property. At certain points, short-term water disruptions of up to eight hours in duration will be required on occasion to complete critical works, typically conducted on a weekday between 8.00am and 4.00pm but may be required from 9.00pm to 5.00am in certain areas.

    Further letters will be delivered to those affected, with a minimum of two days’ notice prior to a planned water outage. Planned water outages are listed approximately two days in advance of the outage on Council’s website at www.redland.qld.gov.au.     If water leaks are noticed near a property’s water meter or within the road verge during or after the works, or if your property experiences an unplanned water outage, please report the incident to Council on 07 3829 8999.
