City Plan Major Amendment – General

Council has proposed a major amendment to the City Plan, which includes changes to a broad range of planning matters as well as a small number of zone changes. Given its broad scope, the amendment package is referred to as 02/20 – Major Amendment – General.

At its General Meeting of 19 January 2022, Council resolved to commence the major amendment and submit this to the Department of State Development, Infrastructure, Local Government and Planning to commence the State Interest Review. A link to the General Meeting report has been provided. The attachments for this report detail the proposed changes being considered and the assessment of the planning merits of each proposed change.

Thirty one (31) text changes and sixteen (16) zone changes were considered at the General Meeting. Each proposed amendment was reviewed and assessed on its planning merits. Following Council's General Meeting resolution, twenty five (25) text changes and thirteen (13) zone changes will be progressed in the amendment. A guide has been provided to clarify which items remain in the amendment following the General Meeting resolution.

The amendment has now been submitted for State Interest Review.

Further updates will be provided once the State Interest Review has been finalised and Council has approval to commence public consultation. Through this formal public consultation period, the community will have the opportunity to have their say on the amendment. Landholders whose property is being considered for a change of zone will also be formally notified of the proposal and advised of when they are able to make a submission. All properly made submissions will be considered by Council. If, after considering all submissions Council resolves to progress with the proposed amendment it will be returned to the State Government for final Ministerial consideration and Council adoption.
