
Request for Public Report on Costs, Revenues and Related Issues Re: Servicing Redland City Council's Island Communities

Petition Request:
We, the undersigned residents and ratepayers of Redland City, hereby petition Council to commission, compile, and publish a clear, comprehensive, and accessible report addressing the following matters of public interest:
Servicing Costs for Island Communities
One: A detailed outline of the costs incurred by Council in maintaining, servicing, and supporting Redland City’s water-bound island communities, with individual reference to:
A. The Southern Moreton Bay Islands - SMBI (Russell, Macleay, Lamb, and Karragarra)
B. Coochiemudlo Island
C. North Stradbroke Island (Minjerribah)
Two: Mainland vs Island Cost Comparisons Where feasible, a comparative assessment of servicing costs for the above islands as against the mainland portions of Redland City, taking account of infrastructure, waste management, transport, community services, and other core functions of local government.
Three: Revenue Raised and Allocation by Division An overview based on RCC Annual Budget figures across the Three (3) years 2023/24, 2024/25. and 2025/26, comparing general rates revenue raised from each of the City’s Ten (10) Divisions, including Division 5 (which includes the Southern Moreton Bay Islands), with an outline of expenditure or investment by Council back into each respective Division.
Four: Such further and/or other matters as may be deemed fit.
Purpose of the Request:
Such a report would support, promote and foster:-
One: Greater transparency around relevant issues
Two: Reliable and credible community information around relevant issues,
Three: Better, more informed and more constructive community dialogue around relevant issues,
Four: The dispelling of misconceptions — whether of over-servicing or under-servicing, or over-charging or under-charging etc— across different parts of the city.
Such a report would also help identify areas of efficiency, need, and opportunity in the future planning and delivery of Council services.
Procedural Status:
It is anticipated that this Petition will be received by Council and referred to the Chief Executive Officer for consideration and report to the local government under Standing Orders 6.11.4 (b)
Summary:
Supporters of this Petition respectfully request that Council receive this Petition in the spirit of open governance and commit to producing and publishing such a report as is requested for the benefit of all Redland City rates-payers and residents.
