Petition Request:
There are six 12-hour spaces and eight 2-hour spaces in front of 32 Middle Street, Cleveland. There are ten businesses at this address, many of which have a high turnover of customers/patients during the day. Parking to support these (and other) local business should take precedence over workers parking for the whole day. Lack of parking is a common complaint we hear within our business and would like some support from Council in this matter.
Petition Response (28 April 2026):
Thank you for your petition requesting the change of 6 x 12-hour parking bays to 2-hour parking bays to assist customers of the local businesses. The petition was tabled by Councillor Mitchell at the General Meeting held on 15 April 2026. The matter was defined as operational in nature and referred to officers to consider and respond.
Council has investigated the petition request and provides the following response to you as the Principal Petitioner, with the following considerations and information.
Changing Existing 12 Hour Parking Restrictions to 2 Hour
Council understands that motorists visiting the Cleveland Central Business District (CBD) may experience frustration during busy periods when they are unable to find a parking space close to their intended destination. Where businesses have on-site parking available for customers, Council encourages those businesses to promote and direct patrons to utilise these facilities.
On-street parking within the CBD is provided for all visitors to the area, including both patrons and employees of local businesses. It is not designated exclusively for customer parking.
Parking located in front of 32 Middle Street has been configured to provide a mix of short-term (2-hour) and long-term (12-hour) parking to accommodate a broad range of users. A site inspection conducted during business hours on 13 April 2026 identified the majority of the 2-hour on-street parking bays were underutilised at that time. The inspection also confirmed the on-site car park located at the rear of the building had several available spaces for customers and residents.
Signage has been installed within the private car park advising motorists patrons of businesses may utilise the on-site parking, and a pedestrian pathway is provided to allow safe and convenient access to the front of the premises.
Parking in Cleveland CBD
Council undertook consultation with local businesses within the Cleveland CBD in October 2021, which identified some businesses and their customers were experiencing access issues due to a lack of available parking close to shops. Feedback received during this consultation indicated a strong preference for increased short-term parking, to support turnover of parking spaces and improve access for visitors to Cleveland.
Council also received input regarding areas that businesses considered more suitable for all-day (12-hour) parking, noting the ongoing need to accommodate motorists requiring longer-duration parking due to sustained demand.
Based on this feedback, Council amended parking restrictions to ensure short-term parking is prioritised closer to retail areas, while long-term parking is provided in outer areas of the CBD. This approach aims to balance the needs of visitors, employees, and residents.

In managing parking supply, Council must consider the varying demands of motorists, including those requiring all-day parking near public transport. Since the introduction of 50-cent public transport fares, Council has observed an increased demand for long-term parking within close proximity to transport hubs.
This balanced approach ensures a mix of timed parking across the CBD, allowing parking spaces to be used efficiently while catering to the diverse needs of the community.
Conclusion
Council acknowledges the intent of the petition and the desire expressed by business owners to maintain short-term on-street parking for customer convenience and ease of access. Council recognises the importance of ensuring customers can park close to their chosen destination.
Having regard to the need to provide a fair and equitable mix of timed parking throughout the Cleveland CBD and noting the availability of private on-site parking, Council does not support changing the six 12-hour parking bays located in front of 32 Middle Street, Cleveland, to 2-hour parking.
We understand this may not be the outcome you were hoping for. However, following a thorough review of the matter, Council has formed it’s considered position. The review process is now complete, and no further action is proposed at this time.
