PAPER PETITION - Installation & Upgrade of Security Cameras & Lighting at Coochiemudlo Island Jetty, Barge & Boat Ramp & Victoria Point Recreation Reserve Car Park

Principal Petitioner: Lulu Purnell

Date of Receipt: 7 April 2026

Number of Signatures: 64

Petition Request:

Coochiemudlo Island jetty, boat ramp and Victoria Point Recreation Reserve Car Park are locations where ongoing theft, vandalism, intimidation and dangerous behaviour are occurring.  Existing car park cameras lack the resolution for Police to identify offenders.  We are requesting installation of new CCTV and lighting at the island jetty and boat ramp and an upgrade of existing infrastructure at the Victoria Point car park to improve community safety.

Petition Response (29 April 2026):

I refer to the petition presented to Council’s General Meeting of 15 April 2026, tabled by Division 4 Councillor Lance Hewlett, calling on Council to install new CCTV and lighting at the jetty and boat ramp and an upgrade of existing infrastructure at the Victoria Point car park to improve safety.

At the General Meeting of 15 April 2026, your petition was accepted and referred to the Chief Executive Officer as an operational matter for response.

As has been acknowledged in your petition, Council currently operates open space CCTV in the public car park areas of the Victoria Point Recreation Reserve and ferry terminal which is to the same standard as all Council’s open space CCTV cameras across Redland City. From time to time there are connectivity outages, particularly after wet weather, which we endeavour to have repaired quickly to minimise disruption. This location was recently migrated to NBN which will reduce connectivity issues in the future.

Queensland Government manages the CCTV cameras covering the bus stop area of the ferry terminal car park.

Council will be checking all streetlights over the winter months to ensure all lighting is operational across the city, including Coochiemudlo Island. Any maintenance issues will be logged for action.

Council officers meet quarterly with QPS officers to discuss and collaborate on current and emerging community safety issues, and the matter of our footage not being of sufficient quality to be used for identification of offenders has not been raised.

Currently there is no budget or intention to upgrade CCTV cameras or lighting at this location.

We encourage residents to continue to report any suspicious or criminal behaviour to Queensland Police Service, who are responsible for detection, investigation and prosecution of crime. Information relating to criminal activity can also be reported anonymously to Crime Stoppers.

Council will continue to monitor antisocial and criminal use of the location, in partnership with QPS. Should external funding become available for upgrade of CCTV infrastructure and equipment, this location may be considered.
