Redland City Plan Amendments
The Redland City Plan is an important document that guides growth, land use and development in our city.
Council is committed to ensuring Redland City Plan remains consistent and relevant in response to changing legislation, community needs and other factors. This is achieved through an ongoing program of feedback, review and amendments as regulated by the Planning Act 2016.
Amendments may involve a change to a planning scheme map (for example a zone change), a change to the written part of the scheme, or both and, depending on the type of amendment proposed, each amendment will follow a process set by the State Government.

Below is a list of amendments to the City Plan that are currently being drafted, amendments that are open for public comment, amendments that are being finalised and amendments that have been adopted and have commenced.
Please note: The amendments listed in the following table relate to amendments to the current City Plan that have either commenced, are in preparation or have been withdrawn. Council has formally agreed to develop a new planning scheme, which is scheduled for completion by the end of 2028, and whilst the new planning scheme is being developed updates to the existing city plan will continue as necessary.

| 05/19 - Major Amendment (South West Victoria Point Local Plan) | To incorporate the South West Victoria Point Local Plan | Final State approval to proceed to public consultation on the major amendment was received in August 2022 following a three-year State Interest review process. | 02/20 - Major Amendment - General | To make multiple amendments, including zone changes | June 2025 - The State Government have completed its review of the amendment, and a letter has been received from the Planning Minister advising that Council may proceed to public consultation subject to certain conditions. | 04/20 - Major Amendment - Medium Density Residential Code Review | Encouraging well-designed multiple-dwelling housing (apartments and townhouses) across the city | September 2025 - Following the completion of State Interest Review, at its General Meeting of 17 September 2025 Council resolved to approve the amendment package and it is expected that the amendment will commence as version 14 of City Plan in October 2025. | Further information is available here:https://yoursay.redland.qld.gov.au/mdr-review |
| 03/21 – Major Amendment – Minjerribah (site-specific land uses) | To incorporate Temporary Local Planning Instrument (TLPI) No. 1 of 2022 (Quandamooka Land Aspirations Area) into the City Plan | Following public consultation, in September 2022, the amendment was paused for 90 business days to allow further information supporting the proposed zone changes to be provided by the State. The State advised they need additional time to respond to the pause notice. | 03/23 Major Amendment - Secondary Dwellings | To mitigate the adverse amenity impacts and infrastructure funding implications of secondary dwelling. | August 2025 - The State Government has completed its review of the amendment, and a letter has been received from the Planning Minister advising that Council may proceed to public consultation subject to certain conditions.
