Why is Council amending the planning scheme

    The Redland City Plan is a living document that guides how our City grows and develops over time. To keep it current and effective, Council regularly reviews and updates the plan to reflect changes in community needs and expectations and in alignment with State Government Policies and local planning priorities.

    These updates help to ensure City Plan continues to support sustainable growth, protect our environment, and deliver good planning outcomes for the community.

    What is the purpose of the amendment packages

    The following two major amendments propose targeted updates to the Redland City Plan to keep it current and effective. 

    Residential Amendment (02/25) - Updates provisions for secondary dwellings, dual occupancies, residential built form, and residential zone changes to better support housing diversity and growth.

    Non-Residential Amendment (03/25) - Updates provisions for various land uses, centre planning, mixed-use development, lot reconfiguration, zone changes, and environmental outcomes to reflect modern development needs.

    These amendments incorporate earlier withdrawn packages, align with the Redland Housing Strategy 2024–2046 and ShapingSEQ 2023 policy, and respond to ongoing reviews—ensuring the City Plan remains up to date and contemporary while a new City Plan is prepared.   

    What is the background to these major amendments?

    These major amendments come from an ongoing review of the City Plan. They ensure the plan aligns to the ShapingSEQ 2023 policy and key actions in the Redland Housing Strategy 2024–2046.

    The new amendment packages include elements from earlier amendments prepared by Council:

    • 02/20 Major Amendment – General
    • 03/23 Major Amendment – Secondary Dwellings
    • 05/23 Major Amendment – Dual Occupancies in the Low Density Residential Zone

    These earlier amendments were withdrawn by Council at its General Meeting on 15 October 2025. This was because the State Government’s review took longer than expected, and policy changes occurred during this time. 

    Relevant parts from the withdrawn amendments have been added into the two new amendment packages.

    How can I make a properly made submission

    In accordance with the Planning Act 2016, for a submission to be properly made it must: 

    • Be in writing, including by electronic means.
    • Be addressed to the Chief Executive Officer or Redland City Council.
    • Include the full name and residential or business address of each person making the submission.
    • Include the amendment title in the subject line when submitting via email.
    • State a postal or electronic address to receive a response to the submission.
    • Be signed by each person making the submission, unless made electronically.
    • State the grounds of the submission and the facts and circumstances relied on in support of the grounds.
    • Be received by Council on or before the advertised closing date.

    Submissions should be lodged individually for each amendment package, rather than a single combined submission.

    What will happen with my submission

    Once the public consultation period ends, officers will consider every properly made submission and prepare a report to Council. At this stage, Council will determine whether to progress the amendment with or without changes.  A consultation report explaining how the submissions were addressed will be published on Council’s Your Say page and everyone who made a properly made submission will receive a link to it.

    What will happen if the proposed amendment is adopted?

    Once the public consultation stage has been completed, Council will consider all submissions and decide whether to proceed with the proposed amendments, with or without changes. If Council decides to proceed, it will request the Planning Ministers approval to adopt and commence the two amendment packages:

    • 02/25 – Major Amendment – Residential and 
    • 03/25 – Major Amendment – Non-Residential.   

    After Council receives notification from the Planning Minister that it may adopt the amendment packages, a commencement date will be set and a public notice issued. 

    The amended version of the City Plan will then come into effect on the commencement date.

    Why are you updating the existing City Plan when Council has resolved to prepare a new one?

    Although Council has recently resolved to prepare a new City Plan this process will take several years to complete.

    These amendments to the existing City Plan allow Council to address priorities in a timely manner, ensuring the current plan remains relevant to community needs and expectations and addresses State Government policies without waiting for the completion of the new City Plan.
