Redland City Council, in partnership with subsidiary company Redland Investment Corporation (RIC), is delivering an exciting multimillion revitalisation of a 1.55 hectare site in the heart of Capalaba.

The Capalaba Revitalisation Project will transform the area behind Capalaba Central Shopping Centre into the urban heart of Capalaba.

In October 2022 Council entered into a development agreement with RIC and Shayher Group to take the next steps in delivering the transformation.

The agreement will see delivery of a $250 million project that incorporates a commercial precinct and exemplar public spaces including community assets such as a new library, customer service centre, arts centre and community hall.

The project will accommodate an employment hub, supported by an innovative public realm a diverse mix of dining, retail and entertainment uses to create a day/night economy and bring much-needed infrastructure to improve the connectivity.

Preferred development partner Shayher Group have completed the preliminary approval application for the master plan and development permit for the first stage (Council Library) of this exciting project. The Master Plan for the Capalaba Town Centre Revitalisation Project will deliver:

  1. Enhancements to the entertainment and restaurant precinct, including a village green with a large screen
  2. Retail and mixed use residential and commercial areas
  3. An exciting new library building, customer service centre, community hall and innovative spaces for the arts.

    It is time for the Capalaba Library and Council Customer Service Centre to start checking out of their current home and checking in to their temporary new digs.

    The library and service centre will continue to operate out of Capalaba Place in Noeleen Street until close of business on Friday, 1 November.

    Both will reopen in Capalaba Central Shopping Centre on Monday 11 November, at the Woolworths end of the centre in the space previously occupied by Coles.

    Mayor Jos Mitchell said the relocation was required for the start of a $250 million revitalisation project.

    “The Capalaba Town Centre Revitalisation Project is set to transform the area behind Capalaba Central Shopping Centre into the urban heart of Capalaba,” she said.

    “Works on the first stage of this project are expected to start in early 2025 and will see a new state-of-the-art library building, community and innovative arts space and a new customer service centre, as well as three levels of office space.”

    Redland City Council, in partnership with subsidiary Redland Investment Corporation (RIC) and preferred development partner Shayher Group, is delivering the urban renewal of the 1.55-hectare site in Capalaba.

    Division 8 Councillor Tracey Huges said that during the planned closure, Capalaba Library customers are encouraged to visit one of Council’s other libraries or consider reserving library items for collection from the 24-7 Library Lockers located outside Cleveland Library.

    The Mobile Library will be located near Capalaba Place on Saturday 2 November, and then again from Monday 4 November to Saturday 9 November, returning to its usual schedule from Monday 11 November.

    Customer service teams will be ready to help as usual at their locations in Cleveland and Victoria Point, during the temporary closure at Capalaba.

    Closure period:

    • 2 November to 10 November inclusive
    • During this closure, all other Redlands Coast libraries and customer service centres will be open as usual.

    New location operating hours:

    Capalaba Library

    • Monday to Friday: 9am-5pm
    • Saturday: 9am-4pm
    • Closed on Sundays and public holidays.

    Customer service centre

    • Monday to Friday: 9am-4.30pm
    • Closed weekends and public holidays.

    Mayor Jos Mitchell said the exciting $250 million revitalisation project was set to transform the area behind Capalaba Central Shopping Centre into the urban heart of Capalaba.

    “The revitalisation incorporates a commercial precinct and exemplar public spaces including community assets such as a new library with contemporary purpose-built spaces for the arts, a customer service centre and community hall,” she said.

    “The project will accommodate an employment hub, supported by an innovative public realm with a diverse mix of dining, retail and entertainment uses that will bring much-needed infrastructure to improve the area’s connectivity.”

    The approved Master Plan for the Capalaba Town Centre Revitalisation Project will deliver enhancements to the entertainment and restaurant precinct, including a village green with a large screen, retail and mixed-use residential and commercial areas.

    Stage 1 of the project recently received approval and will include the new state-of-the-art library building, community and innovative arts space and a new customer service centre, as well as three levels of office space.

    Construction is anticipated to start in early 2025, which means the existing Council library and Customer Service Centre will need to temporarily relocate to Capalaba Central Shopping Centre from late 2024 to make way for new buildings.

    The Mayor said that by temporarily relocating the library and customer service centre, Council was providing the developer with a blank slate to facilitate revitalisation project works.

    “The temporary relocation to the space within the shopping centre previously occupied by Coles will also provide an opportunity to welcome new customers,” she said.

    “With the higher footfall at the centre, we expect to see even more community members accessing the valuable services Council provides.”

    Art exhibitions that typically were on show at the Capalaba Art Gallery are now on display at the Redland Performing Arts Centre, mezzanine space, in Cleveland. This will continue during the construction period.

    Division 8 Councillor Tracey Huges said the temporary relocation of the library and service centre marked the beginning of an exciting time for Capalaba and Redlands Coast.

    “The Capalaba revitalisation will bring lifestyle, wellbeing and economic benefits for all of Redlands Coast,” Cr Huges said.

    “The new Council services precinct, employment hub and dining and retail opportunities will together create a thriving day/night economy.”

    Division 9 Councillor Jason Colley agreed that the revitalisation would bring benefits for the whole city.

    “Capalaba is an important gateway to Redlands Coast and I am excited about seeing a town centre that really showcases our city’s vibrancy,” he said.
