    Temporary Car Parking via Hamilton Street, Redland Bay


    From 20 December 2024, an additional 122 temporary car parks will be available across two parking facilities, with access via Hamilton Street, Redland Bay.


    The temporary car parking has been made available to support the construction stages for the new Marina Redland Bay project within the Weinam Creek PDA.

    Parking will be regulated for 72 hours to support parking turnover.

    The new temporary car parking facilities will remain open for the duration of the project construction and is anticipated to close from late 2027.

    More temporary car parking will become available to support construction stages as the project progresses.

    As part of the Weinam Creek PDA project, Redland City Council will soon decommission the existing boat ramp from public use.

    From Friday 20 September 2024, the northern section of the Moores Road carpark will be closed and converted into boat trailer parking spaces, supporting the construction of and future access to the new boat ramp.

    The new three-lane recreational boat ramp will be constructed at the southern end of Weinam Creek to help alleviate parking pressures and reduce traffic congestion in the area.

    141 parking spaces will be available from Friday 20 September 2024 within the Banana Street temporary carpark to support the parking changes within the Moores Rd carpark.

    The Banana Street carpark is limited to 3-day parking only to encourage regular parking turnover closer to the Marina Redland Bay ferry terminal.

    The new recreational boat ramp is planned to be open for public use from October 2024.

    The existing boat ramp will be exclusively used by emergency services to improve response times to the Southern Moreton Bay Islands.

    Preferred development partner for the multi-storey car park – what does this mean for the Weinam Creek project?

    Council has received a number of questions regarding the multi-storey car park and the recent announcement of our preferred development partner, Consolidated Properties Group.

    The questions are answered below.

    Why was the announcement of the preferred development partner made at this time?

    The announcement on 22 February 2024 of Consolidated Properties Group (CPG) as the preferred development partner to deliver the multi-storey car park was the result of an extensive expressions of interest (EOI) campaign and evaluation of all submissions. Below is a brief snapshot of the timeline for this process.

    On 19 July 2023, Council endorsed a Functional Brief in preparation of the EOI campaign for a development partner to assist in the delivery of the multi-storey car park and retail precinct within the Weinam Creek PDA. (For commercial-in-confidence reasons, these documents are confidential.)

    On 9 August 2023, Redland Investment Corporation (RIC) announced the launch of the EOI campaign, which closed on 21 September 2023.

    Following a review of the EOI proposals, a report was presented to Council for the selection of a development partner.

    On 13 December 2023 Council resolved:

    1. To endorse the Evaluation Panel’s recommendation that Proponent A is awarded ‘preferred Expression of Interest proponent status’ for the Weinam Creek Priority Development Area Redevelopment Project.

    2. For Redland Investment Corporation to enter into a non-binding memorandum of understanding (MOU) with the preferred Expression of Interest proponent and continue to refine the proposal for the multi-storey carpark and mixed-use retail precinct to be agreed by Council.

    3. For Redland Investment Corporation to ensure that the principles outlined in Attachment 2 are the foundation of any future commercial and contractual arrangements with the preferred Expression of Interest proponent.

    4. To make a public announcement regarding the appointment of the preferred Expression of Interest proponent.

    5. To continue to advocate for recognition by other levels of government that the proposed Park and Ride facility, supporting public transport services delivered by the Queensland State Government for the Southern Moreton Bay Islands and broader Redland Bay area, is not the sole responsibility of Council to deliver and fund.

    6. To note the Mayoral Minute referring to Weinam Creek Park ‘n’ Ride, as tabled on 13 December 2023.

    7. That this report and attachments remain confidential until the completion of the project and in accordance with legislative requirements, including maintaining the confidentiality of legally privileged, private and commercial in confidence information.

    Following Council’s endorsement, RIC and Consolidated Properties Group (CPG) began negotiations to refine the terms of the non-binding MOU agreement.

    On 22 February 2024, Council announced CPG as the preferred Development Partner to assist in the delivery of the multi-storey car park and retail precinct within the Weinam Creek PDA.

    What is the agreed project program for delivery?

    The Weinam Creek PDA redevelopment project is well underway.

    Stage 1 of the project delivered more than 500 new car parks to the precinct. The following stages have included vital road and infrastructure works that are critical to providing the upgrades needed to support the completed project and the new Queensland Government Health facility.

    Successful preferred development partner CPG will now complete the detailed design of the multi-storey car park and retail precinct to be presented to the new Council in the coming months.

    How many car parks are being delivered as part of the Weinam Creek PDA?

    As the preferred development partner, CPG will now complete a due diligence period and refine the detailed design proposal, which will be presented to the new Council in the coming months.

    The Weinam Creek PDA redevelopment project must provide a minimum of 2,200 car parks to the precinct.

    The exact number of designated car parks for Southern Moreton Bay Island (SMBI) commuters will be finalised during the detailed design phase of the multi-storey car park.

    Car parks to service the retail and restaurant precinct will be in addition to the car parks for SMBI commuters.

    What will be the terms for parking and what will the parking fee structure look like?

    A proposed management plan for the multi-storey car park is still being finalised. The car park is proposed to be four levels high and a mix of long-term paid, short-term and disability parking. It will also have provision for car-sharing spots, electric charging bays and storage facilities for bikes and scooters. It will be sheltered, secure and provide elevator/disability access to the Marina Redland Bay ferry terminal.

    Council is aware island residents are seeking clarity on the future cost and will provide that as soon as practical. Keep in mind construction is not planned to start until mid-2025 and the detailed design proposal is yet to be presented to Council.

    Council needs to ensure the management model is right before committing to costs. Council’s commitment is that car parking will be charged at an appropriate market rate. Council is aware of the cost implications and the need to keep car parking in the area viable for those who need it most.

    Funding and operating model options for the new multi-storey car park are currently being prepared by Redland Investment Corporation, in conjunction with preferred development partner CPG, for Council’s consideration. This information will likely be released in mid-late 2024, following the detailed design and due diligence phase.

    Council welcomes the interest from the Queensland Government and appropriate additional funding support to keep the cost of parking at this vital park-n-ride facility viable for our Southern Moreton Bay Island communities.

    Redland City Council has announced Consolidated Properties Group as the preferred development partner to deliver the multi-storey car park and retail precinct within the Weinam Creek Priority Development Area (PDA).

    The Weinam Creek PDA master plan was approved in 2022 and is set to create a dynamic new destination, as well as an effective transport hub and gateway to the Southern Moreton Bay Islands.

    The master plan has been designed to create a community precinct, meeting the requirements of the development scheme that was informed by community feedback.

    Council identified early on that, to achieve the precinct vision for the community, public-private partnerships would be required to help fund the works and reduce the cost to ratepayers.

    Redland Investment Corporation, on behalf of Redland City Council, managed an expression of interest campaign calling for a potential development partner to deliver the commercial precinct of the Weinam Creek PDA.

    The commercial precinct involves the construction of a multi-level car park and dedicated retail space for a grocery outlet and specialty stores.

    Redland Investment Corporation CEO Peter Kelley said the expression of interest campaign attracted a very high calibre of proponents.

    “In an exciting milestone for the project, we are very excited to be working with Consolidated Properties Group (CPG), which has a reputation for collaborating with key stakeholders to adapt building designs to suit the specific needs of the project,” Mr Kelley said.

    “CPG has a successful track record in delivering and investing in a wide range of institutional-grade retail, commercial and residential properties along the eastern seaboard, with specialist skills in providing exemplary design and innovation to create successful place-making projects for the community.

    “Established more than 40 years ago, CPG has delivered more than 200 development projects valued in excess of $3 billion, with projects ranging from metro supermarkets and retail centres to commercial offices and large-scale residential buildings.”

    CPG CEO and Chairman Don O’Rorke said they identified quite early the opportunity within the Weinam Creek PDA.

    “We have maintained a strong and genuine interest in partnering with Redland City Council and Redland Investment Corporation to assist in delivering this exciting and vital project to the Southern Moreton Bay Islands and Redlands Coast community,” Mr O’Rorke said.

    To be completed in stages over the next two to three years, the Marina Redland Bay redevelopment within the Weinam Creek PDA will deliver more car parks, travel and transport upgrades, an activated foreshore with more open space, rejuvenated parks, improved road infrastructure to reduce traffic congestion, retail, restaurants and cafes.

    The next stage of the project will be the detailed design phase, where CPG will provide a proposed design for the multi-storey car park and retail precinct, including the number of secure car parks designated for Southern Moreton Bay Island commuters.

    Construction of the Weinam Creek PDA project is well underway with the Hamilton Street extension nearing completion and expected to open early in the new year. As the construction stages progress for the redevelopment project, parking within the PDA precinct will continue to evolve. To support parking and facility requirements as much as possible during the holiday season, no parking changes will be implemented until early 2024.

    From 9 January to 10 February 2024, six car parks within the ‘dirt car park’ adjacent to the Marina Redland Bay ferry terminal will be temporarily closed while civil works are undertaken. Local signage will be installed to identify which car parks will be impacted during this time.

    The Moores Road car park will remain solely designated to commuter parking for the Redland Bay Marina ferry terminal until the new recreational boat ramp in open. Once the new boat ramp is open, two lanes of parking within the Moores Road car park will be converted to boat trailer parking. To support these changes, the new temporary car park on Banana Street, Redland Bay will be open to commuter parking with an additional 141 car spaces. Subject to weather constraints and approvals, these changes are planned for May 2024. Further stage updates will be released in the new year.

    Construction delays

    Due to a minor holdup in receiving the works approvals, the works start date for the new recreational boat ramp and temporary car park, including the removal of trees from Banana Street, has been delayed. These works are now planned to commence from late November 2023 and conclude in early 2024, subject to weather and other project constraints.

    EOI sought to deliver the car park and retail precinct

    On 9 August 2023, Redland Investment Corporation (RIC), on behalf of Council, announced that expressions of interest (EOI) were open for a joint development partner to deliver the multi-storey car park and retail precinct of the Weinam Creek Priority Development Area. The announcement was made via a media release published on Council’s news website and issued to local news media.

    The EOI campaign will close on 21 September 2023 at 4pm (AEST).

    Following a review the EOI proposals, a report will be presented to Council for the selection of a development partner. Council will announce the preferred development partner in early 2024.

    Council will continue to keep the community informed as more information becomes available.

    Redland City Council is making great progress in providing car parking at Weinam Creek during the phased rejuvenation of The Marina Redland Bay.

    The redevelopment of the Weinam Creek Priority Development Area will transform it not only into a vibrant waterfront precinct but also an effective transport hub and gateway to the Southern Moreton Bay Islands (SMBI).

    This includes more car parks for SMBI commuters.

    Stage 1, which was completed in October 2020, delivered more than 500 new parking spaces within the Moores Road car park to assist immediately in reducing parking pressures.

    The next stage of the project will create a new recreational boat ramp on the southern side of Weinam Creek.

    This strategic stage will reduce traffic congestion and move boat trailer parking to the southern side of the creek, so valuable SMBI commuter parking can be dedicated closer to the Redland Bay Marina ferry terminal.

    To provide the maximum amount of car parking for SMBI commuters during this construction phase, only 45 of the planned 90 boat trailer parks will be provided at the Moores Road car park; the remainder will become available when the multi-level car park is completed in a future stage.

    To further reduce parking pressures during the next construction stages, more than 140 parking spaces will be provided in a temporary car park on Banana Street that will open in December, subject to approvals and weather constraints.

    The temporary car park will provide easy access to the ferry terminal for SMBI commuters.

    It will also help lay the foundations for the future commercial precinct, where the multi-level car park will eventually be located.

    The number of car parks that will be available within the multi-level car park will be finalised following the expressions of interest process that is now open for a development partner to deliver the commercial precinct.

    Construction of the multi-level car park is expected to start in mid-2025, and it is expected to open in late-2026.

    Council is committed to providing as much parking as possible while the project progresses and further temporary car parks will be created to support future stages.

    Redland Investment Corporation (RIC) on behalf of Redland City Council have announced expressions of interest are now open for a joint venture partner to deliver the commercial precinct of the Weinam Creek Priority Development Area (PDA).

    Eagerly anticipated by the local community, the commercial precinct involves construction of a multi-level car park and a dedicated retail space for a national grocery store and specialty retailers.

    The Marina Redland Bay redevelopment within the Weinam Creek PDA will deliver more car parks, travel and transport upgrades, an activated foreshore with more open space, rejuvenated parkland, improved road infrastructure to reduce traffic congestion, retail, restaurants, and cafes.

    The redevelopment site is the main access point to the Southern Moreton Bay Islands and will be completed in stages over the next three years.

    Redland City Mayor Karen Williams said the approved Master Plan for the Weinam Creek PDA was the result of extensive consultation that responded to community demands for much-needed parking amenity and infrastructure improvements.

    “Council identified early on that to achieve the precinct vision for the community, public-private partnerships would be required to help fund the works and reduce the cost to ratepayers,” Cr Williams said.

    “The expressions of interest campaign represents an exciting milestone in the journey towards making this major redevelopment a reality for our Redlands Coast community.

    Construction of a new, recreational boat ramp and temporary car park at Weinam Creek, Redland Bay is scheduled to begin from August 2023.

    The works are part of the next stage of development for the Weinam Creek Priority Development Area (PDA) Master Plan and represent a major step forward in the phased rejuvenation of Marina Redland Bay.

    The new boat ramp is just one of many new services and facilities set to be delivered under the PDA as it is developed by Redland Investment Corporation (RIC) on behalf of Redland City Council.

    The existing boat ramp at Weinam Creek that will eventually be used by emergency services exclusively, once the new Moores Road public boat ramp opens.

    The new Marina Redland Bay will bring more car parks for Southern Moreton Bay Island (SMBI) commuters, travel and transport upgrades to reduce traffic congestion, an activated foreshore with more open space and family-friendly areas, retail and cafe amenities.

    The new boat ramp located at the end of the Moores Road car park will give recreational boaties easier access to better, more modern facilities that are separated from emergency services.

    Once completed, first-responder vessels will take up exclusive use of the existing boat ramp on the northern side of Weinam Creek.

    RIC CEO Peter Kelley said moving recreational vessels to the southern side of Weinam Creek would relocate the boat trailer parking away from the main parking for SMBI commuters.

    “A great outcome for the community is that once the new recreational boat ramp is completed, the existing boat ramp will become designated for use by emergency service vessels only,” Mr Kelley said.

    “This will alleviate pressure on the facility and improve response times to SMBI residents.”

    In parallel with the construction of the new recreational ramp, work will also commence on a temporary car park that will provide critical commuter car parking during the next stage of development.

    The temporary car park will be constructed on Banana Street, providing 141 spaces located close to the ferry terminal.

    To create the temporary car park, the existing boat trailer parking will be reduced to 20 bays and established street landscaping and trees will need to be removed.

    “We have investigated all options to preserve the trees and have identified one mature gum tree that will be retained,” Mr Kelley said.

    “To address the issue of providing adequate temporary parking during works and safe flow of traffic, the decision to remove the trees has been necessary.

    “Independent Ecologist BAAM have confirmed there are no koalas located in this area.

    “Following recommendations from BAAM, Council has agreed to planting three additional trees for every one gum tree that is removed from Banana Street, adding to the planned revitalisation of Sel Outridge and Neville Stafford parks.”

    Redland City Mayor Karen Williams was looking forward to the new boating facilities and welcomed the immediate car parking relief being offered during construction.

    “Council recognises that parking will continue to evolve while the redevelopment project takes shape,” Cr Williams said.

    “To provide the maximum amount of car parking for SMBI commuters during this construction phase, only 45 of the planned 90 boat trailer parks will be provided at the Moores Road car park, with the remainder planned to be converted once a planned multi-level car park has opened.

    “Redland City Council has always had a clear vision for the Weinam Creek PDA precinct that responds to the community's needs.

    “What became clear through extensive community consultation is that solving Weinam Creek’s parking issues is more complex than simply providing more parking.

    “The master plan has been designed to create a community precinct, meeting the requirements of the PDA’s Development Scheme, which was informed by community feedback.

    “RIC and Council are making every effort to minimise inconvenience and disruption while this major redevelopment takes shape.

    “We encourage boaties to consider using alternative ramps at Colburn Avenue, Redland Bay and William Street, Cleveland.

    “We thank the community for their support of the project and for their patience while these works are carried out.”

    The rejuvenation of Weinam Creek is set to create more than 700 jobs and generate almost $30 million for the local economy after the State Government gave the project’s exciting Master Plan the green light.

    Redland City Mayor Karen Williams said Economic Development Queensland’s approval of the Weinam Creek Master Plan was great news for the local community and economy.

    “This is a red letter day for Redlands Coast, in particular the southern part of our city and bay islands, with this project set to deliver much-needed transport upgrades, community services and jobs,” Cr Williams said.

    “A partnership between Redland City Council, Economic Development Queensland and Redland Investment Corporation, this project will transform Redland Bay into a vibrant waterfront precinct with restaurants, cafes, a supermarket, more parking, new walkways and more open space.

    “When I am out and about in the south of the city, the community tell me how keen they are to see this project progress and the approval of the Master Plan is an exciting milestone that brings it another step closer.”

    Cr Williams said thanks to collaboration between Council and the State Government, the project would also include a new satellite hospital.

    “Council and the State Government negotiated a land swap that saw land at the ferry terminal transferred to Council, which will now form part of the Weinam Creek upgrade,” Cr Williams said.

    “In exchange Council land on Meissner Street was transferred to Queensland Health to use for their satellite hospital, which is great news for our ageing community.”

    Member for Redlands Kim Richards said the land swap was a good outcome and a key milestone in the State Government’s commitment to deliver a local satellite hospital.

    “Our satellite hospital at Meissner Street in Redland Bay will deliver essential services for Queenslanders in our rapidly growing community,” Ms Richards said.

    “The Satellite Hospitals Program will also support up to 773 jobs during construction, critical for our economic recovery.”

    Division 5 Councillor Mark Edwards welcomed the land swap and said it would bring important health services to the area while helping to progress Council’s vision for Weinam Creek.

    “It’s good to see that collaboration across the different levels of government has resulted in such a great outcome for the community,” he said.

    “The redevelopment of this area is expected to create 102 direct and indirect construction jobs, 699 operational jobs, and inject more than $29 million into the local economy.

    “Stage 1 delivered more than 500 new parking spaces at Moores Road, new pathways, and a footbridge; with the next stages to include better connectivity to the marina, lighting and pedestrian upgrades along Banana and Meissner streets, and open space and park upgrades.”

    The Weinam Creek Master Plan was approved by the Minister for State Development and it can be viewed on the Queensland Government website.
