Due to a minor holdup in receiving the necessary approvals from Economic Development Queensland, the works start date for the new recreational boat ramp and temporary car park, including the removal of trees from Banana Street, has been delayed. These works are now planned to commence from October 2023 and conclude in February 2024, subject to weather and other project constraints.
EOI sought to deliver the commercial precinct
On 9 August 2023, Redland Investment Corporation (RIC), on behalf of Council, announced that expressions of interest (EOI) were open for a joint venture partner to deliver the commercial precinct of the Weinam Creek Priority Development Area. The announcement was made via a media release published on Council’s news website and issued to local news media.
The EOI campaign will close on 21 September 2023 at 4pm (AEST).
On 13 November 2023, following the EOI evaluation panel meeting, RIC project officers plan to present a report to Council regarding the EOI submissions.
Council will continue to keep the community informed as more information becomes available.

Car parks a priority during Weinam Creek redevelopment

The redevelopment of the Weinam Creek Priority Development Area will transform it not only into a vibrant waterfront precinct but also an effective transport hub and gateway to the Southern Moreton Bay Islands (SMBI).
This includes more car parks for SMBI commuters.
Stage 1, which was completed in October 2020, delivered more than 500 new parking spaces within the Moores Road car park to assist immediately in reducing parking pressures.
The next stage of the project will create a new recreational boat ramp on the southern side of Weinam Creek.
This strategic stage will reduce traffic congestion and move boat trailer parking to the southern side of the creek, so valuable SMBI commuter parking can be dedicated closer to the Redland Bay Marina ferry terminal.
To provide the maximum amount of car parking for SMBI commuters during this construction phase, only 45 of the planned 90 boat trailer parks will be provided at the Moores Road car park; the remainder will become available when the multi-level car park is completed in a future stage.
To further reduce parking pressures during the next construction stages, more than 140 parking spaces will be provided in a temporary car park on Banana Street that will open in December, subject to approvals and weather constraints.
The temporary car park will provide easy access to the ferry terminal for SMBI commuters.
It will also help lay the foundations for the future commercial precinct, where the multi-level car park will eventually be located.
The number of car parks that will be available within the multi-level car park will be finalised following the expressions of interest process that is now open for a development partner to deliver the commercial precinct.
Construction of the multi-level car park is expected to start in mid-2025, and it is expected to open in late-2026.
Council is committed to providing as much parking as possible while the project progresses and further temporary car parks will be created to support future stages.
The Weinam Creek PDA redevelopment project is managed by Redland Investment Corporation, on behalf of Council.

Eagerly anticipated by the local community, the commercial precinct involves construction of a multi-level car park and a dedicated retail space for a national grocery store and specialty retailers.
The Marina Redland Bay redevelopment within the Weinam Creek PDA will deliver more car parks, travel and transport upgrades, an activated foreshore with more open space, rejuvenated parkland, improved road infrastructure to reduce traffic congestion, retail, restaurants, and cafes.
The redevelopment site is the main access point to the Southern Moreton Bay Islands and will be completed in stages over the next three years.
Redland City Mayor Karen Williams said the approved Master Plan for the Weinam Creek PDA was the result of extensive consultation that responded to community demands for much-needed parking amenity and infrastructure improvements.
“Council identified early on that to achieve the precinct vision for the community, public-private partnerships would be required to help fund the works and reduce the cost to ratepayers,” Cr Williams said.
“The expressions of interest campaign represents an exciting milestone in the journey towards making this major redevelopment a reality for our Redlands Coast community.
“Redland City Council has always had a clear vision for the Weinam Creek PDA precinct that responds to the community’s needs.
“The approved Weinam Creek Master Plan is set to create an exciting and dynamic destination in its own right – as well as an effective transport hub and gateway to the islands.”

Construction begins on new boat ramp and temporary car park at Weinam Creek

The works are part of the next stage of development for the Weinam Creek Priority Development Area (PDA) Master Plan and represent a major step forward in the phased rejuvenation of Marina Redland Bay.
The new boat ramp is just one of many new services and facilities set to be delivered under the PDA as it is developed by Redland Investment Corporation (RIC) on behalf of Redland City Council.
The existing boat ramp at Weinam Creek that will eventually be used by emergency services exclusively, once the new Moores Road public boat ramp opens.
The new Marina Redland Bay will bring more car parks for Southern Moreton Bay Island (SMBI) commuters, travel and transport upgrades to reduce traffic congestion, an activated foreshore with more open space and family-friendly areas, retail and cafe amenities.
The new boat ramp located at the end of the Moores Road car park will give recreational boaties easier access to better, more modern facilities that are separated from emergency services.
Once completed, first-responder vessels will take up exclusive use of the existing boat ramp on the northern side of Weinam Creek.
RIC CEO Peter Kelley said moving recreational vessels to the southern side of Weinam Creek would relocate the boat trailer parking away from the main parking for SMBI commuters.
“A great outcome for the community is that once the new recreational boat ramp is completed, the existing boat ramp will become designated for use by emergency service vessels only,” Mr Kelley said.
“This will alleviate pressure on the facility and improve response times to SMBI residents.”
In parallel with the construction of the new recreational ramp, work will also commence on a temporary car park that will provide critical commuter car parking during the next stage of development.
The temporary car park will be constructed on Banana Street, providing 141 spaces located close to the ferry terminal.
To create the temporary car park, the existing boat trailer parking will be reduced to 20 bays and established street landscaping and trees will need to be removed.
“We have investigated all options to preserve the trees and have identified one mature gum tree that will be retained,” Mr Kelley said.
“To address the issue of providing adequate temporary parking during works and safe flow of traffic, the decision to remove the trees has been necessary.
“Independent Ecologist BAAM have confirmed there are no koalas located in this area.
“Following recommendations from BAAM, Council has agreed to planting three additional trees for every one gum tree that is removed from Banana Street, adding to the planned revitalisation of Sel Outridge and Neville Stafford parks.”
Redland City Mayor Karen Williams was looking forward to the new boating facilities and welcomed the immediate car parking relief being offered during construction.
“Council recognises that parking will continue to evolve while the redevelopment project takes shape,” Cr Williams said.
“To provide the maximum amount of car parking for SMBI commuters during this construction phase, only 45 of the planned 90 boat trailer parks will be provided at the Moores Road car park, with the remainder planned to be converted once a planned multi-level car park has opened.
“Redland City Council has always had a clear vision for the Weinam Creek PDA precinct that responds to the community's needs.
“What became clear through extensive community consultation is that solving Weinam Creek’s parking issues is more complex than simply providing more parking.
“The master plan has been designed to create a community precinct, meeting the requirements of the PDA’s Development Scheme, which was informed by community feedback.
“RIC and Council are making every effort to minimise inconvenience and disruption while this major redevelopment takes shape.
“We encourage boaties to consider using alternative ramps at Colburn Avenue, Redland Bay and William Street, Cleveland.
“We thank the community for their support of the project and for their patience while these works are carried out.”

Land swap paves way for exciting destination hub and secures vital health facility at Redland Bay

Redland City Mayor Karen Williams said Economic Development Queensland’s approval of the Weinam Creek Master Plan was great news for the local community and economy.
“This is a red letter day for Redlands Coast, in particular the southern part of our city and bay islands, with this project set to deliver much-needed transport upgrades, community services and jobs,” Cr Williams said.
“A partnership between Redland City Council, Economic Development Queensland and Redland Investment Corporation, this project will transform Redland Bay into a vibrant waterfront precinct with restaurants, cafes, a supermarket, more parking, new walkways and more open space.
“When I am out and about in the south of the city, the community tell me how keen they are to see this project progress and the approval of the Master Plan is an exciting milestone that brings it another step closer.”
Cr Williams said thanks to collaboration between Council and the State Government, the project would also include a new satellite hospital.
“Council and the State Government negotiated a land swap that saw land at the ferry terminal transferred to Council, which will now form part of the Weinam Creek upgrade,” Cr Williams said.
“In exchange Council land on Meissner Street was transferred to Queensland Health to use for their satellite hospital, which is great news for our ageing community.”
Member for Redlands Kim Richards said the land swap was a good outcome and a key milestone in the State Government’s commitment to deliver a local satellite hospital.
“Our satellite hospital at Meissner Street in Redland Bay will deliver essential services for Queenslanders in our rapidly growing community,” Ms Richards said.
“The Satellite Hospitals Program will also support up to 773 jobs during construction, critical for our economic recovery.”
Division 5 Councillor Mark Edwards welcomed the land swap and said it would bring important health services to the area while helping to progress Council’s vision for Weinam Creek.
“It’s good to see that collaboration across the different levels of government has resulted in such a great outcome for the community,” he said.
“The redevelopment of this area is expected to create 102 direct and indirect construction jobs, 699 operational jobs, and inject more than $29 million into the local economy.
“Stage 1 delivered more than 500 new parking spaces at Moores Road, new pathways, and a footbridge; with the next stages to include better connectivity to the marina, lighting and pedestrian upgrades along Banana and Meissner streets, and open space and park upgrades.”
The Weinam Creek Master Plan was approved by the Minister for State Development and it can be viewed on the Queensland Government website.
