    Petition Request:

    This development is not just about 17 McCartney Street, it represents a broader threat to the unique character, heritage, and environment of Ormiston.

    Ormiston is defined by its large residential blocks, native tree canopies, and wide, tree-lined streets. These features are not just aesthetic, they reflect the suburb’s identity and ecological value. The proposed development would increase density, traffic, and disruption, while also resulting in the clearing of critical vegetation, including habitat for koalas and native wildlife protected under MSES and MLES overlays.

    This is not only a loss of green space, it’s the destruction of ecosystems that are already under pressure across Redland City.

    Beyond environmental concerns, this is also about protecting Ormiston’s cultural heritage. The suburb is home to two of the city’s most significant landmarks, Ormiston House and the Carmelite Monastery. These are more than historical sites; they are part of the community’s cultural fabric. Development of this intensity threatens their peace, setting, and long-term integrity.

    The community is not opposed to growth. We support development that is measured, respectful, and sensitive to its context. Unfortunately, this proposal falls short. It disregards ecological protections, heritage context, and community expectations.

    Once lost, this character and environment cannot be replaced. We urge Redland City Council to stand for thoughtful planning and say no to this proposal, for our environment, our heritage, and our future.

    Petition Request:

    Small businesses in Redlands, including lawn maintenance and gardening services, provide essential support to elderly and disadvantaged residents who cannot manage their own green waste. However, the current disposal system creates financial and logistical barriers. While residents can dispose of their green waste for free, those who rely on small businesses must pay high disposal fees, forcing businesses to increase costs or refuse green waste services altogether.

    This unfair system places a burden on both local businesses and vulnerable residents. Without action, many will struggle to afford essential services, leading to potential neglect of properties, increased illegal dumping, and environmental harm.

    We call on Redland City Council to implement a Green Waste Reform Initiative to ensure fair and sustainable green waste disposal for all. Our proposed solutions include:

    • Green Waste Coupons – Council-issued vouchers for eligible residents to cover disposal costs when using small businesses.
    • Subsidized Collection Services – Incentives for small businesses to offer discounted green waste collection for eligible residents.
    • Partnerships with Local Businesses – Encouraging businesses to engage in responsible waste management initiatives.
    • Residential Evidence Program – A verification system allowing businesses to claim council support for waste disposal.

    Other councils, including Logan and Brisbane, have successfully introduced similar programs. Redlands cannot afford to fall behind. By signing this petition, you support a fairer system that helps small businesses, protects vulnerable residents, and promotes environmental sustainability.

    That trees on local government controlled land be managed by way of pruning or, where necessary removal, so as to not constitute a reasonably foreseeable risk of damage to any Overhead-Services, House, or Other Structure by cause of Tree-Fall.

    Such other terms and conditions as may be necessary and/or appropriate so as to comply with Council's operational standards, and/or so as to give full meaning and effect to the terms hereof.

    Petition Request:

    The residents of Coochiemudlo Island respectfully request the Council to reverse its decision to levy landing fees on jetties and landing facilities for Moreton Bay Islands.

    These fees, under the Council’s full cost recovery policy, unfairly burden island residents who are simply trying to access their homes. A jetty is essentially a marine bus terminal, and a barge ramp is no different from a road access point to reach another road on the island.

    The Council’s full cost recovery policy aims to follow the user-pays principle, but a key aspect was overlooked. Three elements must be considered:

    1. Identify a special benefit for a privileged group: There is no special benefit. Jetties and barge ramps are like bus terminals and roads, which mainland residents use without targeted fees.
    2. Identify the costs of the benefit: This can be done via financial systems.
    3. Identify recipients of the benefit: Easily done; Coochiemudlo has two facilities, and SMBI has five.


    Unlike mainland residents, island residents face a targeted levy for basic transport facilities, which is discriminatory. Although fees are positioned as levies on operators, these costs are passed to residents through ticket sales, resulting in additional charges on top of their rates.

    Currently, Coochiemudlo residents pay the equivalent of $500 per household, while SMBI residents pay $150, creating an imbalance between the burden on different island communities on the basis of population size. This approach is unjust, and we urge the Council to reconsider the levies imposed on island access.

    We are two 11 year old girls that live close to the Crossley Drive park that has been recently been DESTROYED AND REPLACED WITH A SEAT!!!!!!!!!!!!!! We go to school close to the park and we walk home and play at the park after school. Now we are at home bored playing on devices because we have no park to play in. When we saw the fences around the park we thought that the council was adding some things to the park. But no. Then when they took down the park we thought they were rebuilding it. But no. We released that you were replacing it with a seat. My community is devastated about the park been taken down. It was used a lot and we know because we grew up playing at the park making new friends at the playground. We request a petition for our park to be rebuilt. We look forward to hearing your response thanks for reading. REBUILD OUR PARK!!!!!!!

    Petition Outcome:

    The petition was presented by Cr Wendy Boglary at the General Meeting held on Wednesday 16 October 2024.  The matter was defined as operational in nature and referred to the Chief Executive Officer for consideration.

    Council investigated the petition request and provided a response to the Principal Petitioner on 12 December 2024 as follows:

    Council continually reviews all its open space areas across Redlands Coast to help inform future plans as every park plays a different role in the neighbourhoods and are not planned to have the same levels of embellishment.  This planning helps ensure that the level of service is maintained, and a diversity of experiences and infrastructure are provided to meet the needs of our changing community.

    Crossley Drive Park is classified as a neighbourhood park with the intended use to serve local residents and encourages park users to get out and about and to get active in our naturally wonderful open spaces.

    During the planning phase of the project, Council considered a range of contributing factors to determine the primary activity for Crossley Drive Park.  The outcome resulted in the park's primary activity to be "Walking/Cycling and nature play" supported by minimal embellishment due to the smaller land size and reduced capacity to accommodate additional recreation activities.

    Main considerations included:

    • The playground being close to 30-years old and identified as being at the end of its asset life requiring removal.
    • The location of the play space being within the flood prone area and close to the drainage easement onsite which was identified as a risk.
    • Unable to meet the required setback for play and be safety located a minimum of 25m from the street, without being located too close to the water way area onsite.

    Due to the reasons above, the reinstallation of the play space at Crossley Drive Park, Wellington Point is not supported.

    Park users can still enjoy this space through activities such as quiet contemplation, walking and cycling along connected pathways, kick about open space and imaginative play through the interaction with natural elements.

    Additionally, Wellington Point has welcomed many recent park renewals and upgrades in your area that offer a play space experience.  These include:

    • Goodall Street Park, located approx. 350m away
    • Liner Street Park, located approx. 500m away
    • Plantation Place Park, located approx. 500m away

    We the students of Bayview state school are requesting that Redland City Council build a bus shelter at the existing bus stop on Ziegenfusz Road. There is no doubt Bayview needs a bus shelter and you are the person to help us get one. Listen to three great reasons that will certainly convince you. First of all it’s not all about the bus passengers it’s also about the pedestrians. Those waiting for the bus are forced to sit on the path out the front of the school. Then the poor parents and students trying to leave the school on foot are blocked by our bums. This is not good. This is not safe. This must be changed. Another really important reason is the environment (grass). Everyday the bus people stand and destroy the grass it is so bad now you can play tic tac toe with a stick in the dirt that needs to be stopped! Do you really want the grass to be wrecked? Weather am I right? In the Redlands it rains a lot but this bus shelter will stop us from getting wet. Not everything is free if the iPads get wet our parents definitely don’t want to pay for another one they’re expensive. Woah do you feel that, it’s really hot oh that reminds me the sun is dangerous and we could get sunburnt not good. We need protection from the sun that is why we need a bus shelter it’s cover. Do you really want the sun to hurt kids? That’s why we need a bus shelter!

    We, the residents of Karragarra Island, would like new toilet facilities opposite the ferry terminal where the old toilet block is now as well as a secure sheltered bike lockup where residents can leave their bicycles and escooters without fear of damage or theft. The old toilet block is sitting vacant and we believe that it is in prime position near the ferry terminal where it can be easily accessible by all. Thank you for your consideration.

    Petition Outcome:

    The petition was presented by Cr Shane Rendalls at the General Meeting held on Wednesday, 18 September 2024. The matter was defined as operational in nature and referred to the Chief Executive Officer for consideration.

    Council investigated the petition request and provided a response to the Principal Petitioner on 10 October 2024 as follows:

    Secure sheltered bicycle and e-mobility device storage

    The Redlands Coast Transport Strategy, developed and released by Council in 2020, outlines how Council will plan transport moving forward. The Strategy includes several goals, two of which directly relate to the expansion of active travel, including e-bikes, e-scooters, and other personal mobility devices, collectively termed micro-mobility. These goals are:

    • A liveable, active, and prosperous city
    • A connected and accessible city

    Both goals support the development of high-quality built environments that encourage active transport use by developing a network of complete and appealing active transport links with supporting facilities. The Strategy also supports the adoption of technology and alternative solutions, including micro-mobility.

    Since micro-mobility was in its infancy five years ago, the Strategy did not specify what these supporting facilities should be. However, several relevant plans and strategies are currently in development to address this issue. The Department of Transport and Main Roads (DTMR), Queensland Government, is developing the e-Mobility Parking Plan, which focuses on providing micro-mobility parking at key transport nodes. Additionally, the Redlands Coast Active Transport Strategy is in development, and we encourage people to have their say on this document when it becomes available for public consultation later this year. This new strategy will replace the 2004 Redlands Cycling and Pedestrian Strategy, which was developed before the recent rise in the use of micro-mobility devices as a mode of transport.

    Council supports the provision of suitable facilities for micro-mobility at key locations across the city, including ferry terminals. Implementing these facilities requires detailed feasibility studies for each location, coordination with the Queensland Government, and is dependent on future funding. Council also needs time to investigate relevant factors, such as appropriate siting requirements for the safe and secure storage of personal mobility devices with batteries. There is no current plan or budget allocation for Council to construct sheltered storage for bicycles, e-scooters, or other e-mobility devices.

    Councillor Rendalls is establishing an Island Transport and Parking group. Please register your interest and share your concerns and potential solutions through this group. Council officers will provide advice where possible and forward any concerns to other agencies responsible for addressing these issues.

    Existing decommissioned public toilet building

    The decommissioned public toilet building opposite the Karragarra Island Jetty has been used by Council for storage, and a section has been leased to the Karragarra Yacht Club for storage for many years. The lease has now expired, and removal of the building is being facilitated by Council and other stakeholders.

    • Request for new public toilet facility
    • A new public toilet is not planned or feasible on the site of the existing brick storage building due to the following considerations.
    • The location does not enable sufficient area for effluent treatment and environmental management.
    • Karragarra Island ferry patronage does not justify a requirement for a new public toilet facility at this location.
    • Karragarra Island is only a 15-minute ferry journey from Redland Bay Marina, where public toilets are available.
    • The location is within a road corridor which prevents a new building approval.
    • Any new toilet would be a duplication to the existing public toilets on the island such as located at Karragarra Island Foreshore (130m) and Karragarra Island Community Park (670m).
    • Existing Karragarra Island public toilet facilities support flexible recreation and community use.
    • Redland City Council has a high public toilet provision when compared to similar local government areas requiring significant resources to renew, manage, maintain, and clean.

    Council appreciates your interest in improving Karragarra Island and the city, however, the request for an additional public toilet and sheltered bicycle storage is not supported by Council. This response has been sent to you as the head petitioner, and it is your discretion to inform other petitioners of the outcome. We understand this may not be the outcome you were hoping for, however this is Council’s considered position following a thorough investigation of the matter. We have now concluded our review and consider the matter closed.

    If you wish to pursue the matter further, you may consider lodging an Administrative Action Complaint. More information on this process can be found on the Council’s website. Council is committed to effective complaints management and has established a complaints process in line with the requirements of the Local Government Act 2009.

Redland City Council Queensland - 4164 From Redland Royals Brisbane Cricket Club INC IA60012 ABN:83 679 160 817 Dear Sir, Sub: Public interest petition against the removal of cricket pitch from William Stewart Park, Thornlands. Redland Royals Brisbane Cricket Club INC is a non-profit registered softball cricket club running successfully for the last 6 years in Brisbane and surrounds, and we were regularly using the William Stewart Park, Cleveland from 2018 onwards. However, the Council has decided to remove the cricket pitch permanently. Since August 2022, we (our club) has notified the Council about multiple episodes of willful destruction of ground/equipment, vandalism that were happening at the William Stewart Park. As a result, the cricket pitch/ground was left unusable and it remained that way for months. There was no initiative from the local body to get the much used ground back in shape for the public. The Redlands local newspaper reported all these incidents as well.. Subsequently, we have contacted the council requesting some repair works on the pitch. However, the Council advised that 'Vandalism is at its peak point' and it was not a good time to redo the cricket pitch, and they advised that the club needed to wait. Also, the Council removed the synthetic turf from there and advised us to temporarily move to GJ Walter Park, Cleveland. Later on, when 'Council Permit Club' showed interest to install new artificial turf on that pitch (concrete), the city Council didn't encourage that saying it can be done by 'council approved' contractors only. On top of that, the club was not in position to afford the massive $5000.00 expense (as per city council), it being a Non-for-profit organization. From the city council, we came to know that the decision to remove the cricket pitch was made collaboratively by officers from City Infrastructure (Asset owner) and City Operations (Asset manager). And the increasing maintenance costs were getting unsustainable for that to be continued. We had to then approach our Division 3 Councillor, Paul Golle regarding the matter. He was happy to contribute within his powers to deal with this issue alongside the Civic and Open Space Councillor, but they did not accept that offer unfortunately. So, we're back to square one at that stage. As you might be aware, the synthetic turf on the pitch, along with several other park infrastructures, suffered significant damages due to vandalism. This included the cricket nets, skate park shade sail, and public amenities. Eventually the turf on the pitch was removed, so that it doesn't need to be repaired any more'. In May 2023, further damage was inflicted on the concrete slab of the cricket pitch. Fortunately, a contractor who was already on-site for skate park repairs and they were able to address this damage straight away and do a temporary fix then and nothing was done on it since. Vandalism happens occasionally in most of the Redlands suburbs the same way it does in any other place. But, if the council starts removing or stops repairing the existing public assets/infrastructure/facilities to fight against vandalism, our parks will soon end up as just grasslands. Also, I would like to bring your attention to one of the expenses listed for our collected rates amount. On the Rates Notice of Redland City Council Rate Notice, it is mentioned that $100 of your rates enables the Council to deliver a range of services, in that $13: Managing and maintaining open spaces, including pathways, parks and conservation areas, sports fields, and marine and foreshore protection. Further, on the 2024-2025 Budget, it was given : '46423 Footpath expansions—William Stewart Park, Thornlands Installation of a 1.5-meter-wide concrete footpath section to connect existing footpaths at William Stewart Park, Thornlands. Construction'. So my question is - if the Council cannot keep the existing infrastructure, what is the point of adding additional services to the park and collecting money on that note? Most of our cricket club members are local (Cleveland and Thornlands residents). We all were relying on this only cricket ground in the area, which has now disappeared. Australia has one of the top cricket teams in the world and it is very disappointing to see the local councils not showing any support to the people in the area to play/train cricket. I/we hereby respectfully request all residents of Redlands to sign this petition (to the respected Council Mayor, City Infrastructure, City Operations, Civic & Open Space, and Division 3 Councillor) to help us to bring back the cricket pitch in our William Stewart park.     Council has investigated the petition request and provides the following response to you as the Principal Petitioner, with the following considerations and information.

    William Stewart Park is a popular community park offering a range of infrastructure and activities for park users of different ages, interests, and abilities. The importance of community spaces for sport and recreation is highly valued through strategic planning, reviewing and analysing how infrastructure can best support health and wellbeing for our community.

    Unfortunately, this popular park has experienced several vandalism incidents in the recent years, resulting in costly maintenance repairs to infrastructure including the targeted vandalism to the cricket pitch. Council has been actively working with the Police, residents and community enterprises to discourage and reduce future instances of damage and poor behaviour. The persistence of antisocial behaviour and vandalism in this location has also required Council to consider alternative treatments for assets, which in this instance resulted in the removal of the cricket pitch.

    Additionally, due to the increasing popularity of William Stewart Park, and the existing classification as a community park, it has been determined that club structured sports/activities/matches are not suitable for this location. This decision is to manage safety and possible risks associated with conflict alongside other activities and community uses occurring.

    Council’s planning for cricket facilities is in alignment with Queensland Cricket Infrastructure Strategy 2023-2028, which promotes shared facility use, creating flexible community venues and providing infrastructure that is practical and aligns with local resources. Redland City Council boasts fifteen ovals across ten venues specifically for cricket, indicating that cricket is well-serviced in comparison to other sporting codes.

    William Stewart Park is identified in Council’s 10-year Capital Plan to enhance and socially activate this park. The consideration for a future cricket pitch will be included in Council’s strategic planning approach to ensure the park meets the diverse needs of the community now and for future generations to come.

    Council will be developing a clear vision for this park, and through that process focuses on planning an accessible and cohesive design, taking on board feedback from the community, rather than replacing infrastructure in an ad-hoc manner that potentially could be detrimental to the long-term plan.

    Due to the reasons above the reinstatement of the cricket pitch at William Stewart Park is not supported.

    Residents push for Council to invest in short haul barge services for the Southern Moreton Bay Islands, particularly for a service from the mainland to Russell Island return. 

    For context, Port Macquarie Hastings Council have successfully achieved this, working with a private operator. It is currently 1 hour and 15 minutes from Redland Bay to Russell Island. This could be narrowed down to 20 minutes and would take massive demand of the parking at Weinam Creek, complementing the Priority Development Area and opening up new opportunities. An investment could involve building new infrastructure including barge ramps at the Southern End of Redland Bay and Rocky Point Park for the shortest feasible distance. An investment could also be incentivising private operators to run the service.

    Coolnwynpin creek boardwalk was a little oasis with many birds feeding and living along the walk such as egrets, ducks and cormorants. Having access to this valued greenspace is a positive to the community. Many people without cars used it to get through to the shopping centre as well. There really isn't anything else like it close by and its a shame to lose it forever.

    Recently Council made the decision to remove the Coolnwynpin Creek Boardwalk which ran north from Moreton Bay Road along the creek and ended south of Old Cleveland Road.

    Prior to its removal, engineers had undertaken an inspection of the boardwalk and determined that the structure was at the end of its useful life and areas of the boardwalk that had collapsed were not able to be repaired due to the extent of the damage. The decision was made to remove the remaining sections of boardwalk due to public safety concerns and limit the risk to users of the dilapidated structure.

    There have been reports highlighting a range of unacceptable, antisocial behaviour in the area such as drug use, including the discovery of used drug paraphernalia in the area which poses a risk to the community and to council staff. In addition, there are reports of people loitering in the area, and there is a general lack of passive surveillance, leading to users not feeling safe utilising the link.

    While the boardwalk undoubtedly provided some recreational opportunities for the community, it could not provide a formal connection between Moreton Bay Road and Old Cleveland Road due to a parcel of privately owned property preventing its connection at the Old Cleveland Road section and so the pathway was effectively a dead end.

    Alternative pathway access is available for pedestrians in two other locations either side of the boardwalk to provide connectivity between Moreton Bay Road and Old Cleveland Road. These are via, Dan Street which directly connects at the entrance to the previous boardwalk and the pathway behind the Capalaba Central Shopping Centre along Coolnwynpin Creek which provides similar opportunities to enjoy the local creek environment and wildlife. A map of these alternative routes is included below.

    Similar structures have been replaced at the end of their asset life but only where strategic considerations and operational characteristics justify replacement, examples include:

    • The Brewer Street foot bridge which was replaced as there are no practical alternative route, and
    • The Fairy Wren boardwalk at Runnymede Road which was replaced due to its high use especially by people with disabilities.

    We understand this may not be the outcome you were hoping for, however this is Councils considered position following a though investigation of the matter. We have now concluded our review and consider the matter closed.

    Petition Request:

    The last time a study was commissioned into alternate transport routes for the Southern Moreton Bay Islands was over a decade ago, which was completed by GHD. Residents are crying out for help with the continued isolation they are experiencing with the lack of services available on the islands and overall isolation compared to mainland residents. They are also crying out over the continuous lack of parking, which is available, as well as the frustrations in dealing with a monopoly water transit company which are not serving in the best interest of islanders. Residents are aware of the new PDA project however there is uncertainty with regards to how many of the 2200 spots will be allocated to them as well as the costs associated to park there. Residents also believe that once the new PDA project is completed, it will hardly place a dent in the current situation as the population was estimated at 8,500 within the 2021 census, with the population now estimated at around 12,000 and continuing to grow. I believe now as a new council has just formed, it is the perfect time to explore alternate transport routes with an independent study whilst the PDA is still in progress.

    be addressed.

    Southern Moreton Bay Islands Water Transport – Alternative Route Study

    This 2011 Study investigated seven alternative ferry crossings and landing locations on the islands and mainland for vehicle and passenger ferries. It identified significant cost, environmental, neighbourhood impacts and dredging issues for each alternative.

    The Study also identified that there would need to be a large increase in ferry trips to support new services running from new locations and that without this the viability of current ferry services could be undermined. The Study stated that there was insufficient community interest in an additional northern passenger service.

    The Study informed the findings of the 2011 Integrated Local Transport Plan (ILTP). The ILTP Implementation Plan included investing in upgrades to ferry terminals for water transport between Weinam Creek and the Islands in preference to building a bridge.

    Council has been working with the Department of Transport and Main Roads since 2014 to upgrade ferry terminals on the islands. This $48M investment in transport infrastructure now complies with the requirements in the Disability Discrimination Act 1992 and Disability Standards for Accessible Public Transport 2002. The terminals include sheltered walkways, charging options for personal mobility devices, shared paths and seating for pedestrians and bike racks to support those who do not travel by private vehicle.

    Making commercial activities and services more accessible to islanders.

    The ILTP envisaged introducing a mix of land uses on the islands and at Weinam Creek, to improve access to key commercial activities and services without residents having to travel beyond these areas for many of their everyday needs.

    Since the declaration of the Priority Development Area (PDA) at Weinam Creek in 2013, the Redlands Investment Corporation and State government progressed planning to reinforce the Marina Redland Bay as the main gateway (by means of water transport) to the Southern Moreton Bay Islands (Islands).

    In addition to the satellite hospital, a new supermarket and other commercial developments in the Marina Redland Bay will provide those services that you referenced in the petition.

    Parking at Weinam Creek.

    Council and the Redland Investment Corporation are working to ensure that parking and access during the construction of new buildings and roads, remains available to minimise disruption to people parking in the area. Information on parking and other changes is available on Council’s Your Say webpage. When complete Marina Redland Bay will provide increased car parking for Islanders, visitors, and recreational boat owners, as prescribed in the Development Scheme and detailed on the PDA website.

    Other initiatives

    Council continues to advocate to the State Government and transport providers to improve passenger transport services delivered by Translink and others. Translink and Sealink have responded by improving and coordinating timetables between ferry and bus services.

    Council trialled the provision of a commercially operated car share service at Weinam Creek to kerb the increasing need for vehicle parking. After a successful trial, a lease has now been granted for this operation to continue. This has particularly benefitted many hundreds of islanders who no longer require their own mainland vehicle to access destinations in the city and beyond.

    A range of other travel options are being investigated, both on the islands and mainland, which will provide alternative ways for residents, businesses and visitors to travel and assist in containing the demand for parking in these locations.

    Conclusion

    Council continues to implement actions to improve access for people living, working, visiting and working on the Islands, consistent with the ILTP. This includes advocating  for improved water-based connections and services between Weinam Creek and the SMBIs and support for the provision of accessible commercial and community based services on the mainland and islands.

    Council does not intend to revisit the Study in the immediate future, bearing in mind the combined investment in upgrades to ferry and other supporting infrastructure that will be delivered, which should improve access to and from the islands.

    Petition Request:

    We would like to petition for a covered seated area in the small dog park at Mount Cotton. There is a covered area next door in the big dog park where owners sit at a table, under cover from the rain and elements, but there is nothing like that in the small dog park area, even though we have a similar number of people gathering there. There are a few sandstone blocks, but they are cold to sit on. There is one park bench, but it is in the sun most of the time, so it is hardly ever used. A number of people who gather in the small dog park are elderly and would benefit from being able to sit somewhere shaded from the heat summer and less cold in winter.
